For that, how about following step?
# pkg_delete -ffN bootstrap-mk-files
# cd pkgtools/bootstrap-mk-files && make install PKG_PRESERVE=yes
# pkg_admin rebuild-tree

Unless rebuild-tree, "Required by bmake" will be lost.
And without PKG_PRESERVE=yes, PRESERVE flag will be lost.
