Eg pkg_chk. I wish it could read not only a single config file but
all files within a /etc/pkgchk.d directory or so. Then we could
just distribute config file snippets for different use cases.

Agreed. It is extremely painful to maintain a pkg with many options,
especially also if this leads to conditional PLIST entries.
