Yes.  TeX Live does not have a single distfile.  Rather, each "package" has its 
own distfile.  And those packages are updated independently and frequently.

Besides, TeX Live is huge.  In pkgsrc, we have packages using (La)TeX only to 
generate documentations.  They usually need a basic LaTeX with a few more 
styles.  I don't think depending on a huge monolithic "texlive" package is 
desirable in such cases.
