No.

Yes, if this is what you mean:
# ls -l /usr/pkgsrc/packages/All
total 720
-rw-r--r-- 1 root smb 713102 May 18 17:03 pkg_install-20110215.tgz

No. I had had DEPENDS_TARGET set, but those are commented out now to
try to track down what's wrong.
