I don't know about the details of claws/dillo.  In general, we don't
have a requirement that software in pkgsrc be maintained upstream.  If
we did, we'd have to delete probably a thousand packages.  Generally the
question is whether the usefulness to pkgsrc users from some particular
software being in pkgsrc outweighs the maintenance pain of the package
existing, and that's not a terribly high bar.

You can certainly create a package in wip, without any permission or
discussion needed.  That can be a stepping stone to the package being
imported in pkgsrc proper, but it's also useful just being in wip.
There won't be binaries in the official packages, but if you build from
source anyway, that's not a big deal, especially for one package.
