MetaFont is trying to generate PK bitmap font files for the EC font,
and it's failing because it can't find the EC font (which is a
MetaFont font).
In general, the use of MetaFont is discouraged these days, because the
generated PK fonts are resolution-dependent (in your case, it's trying
to generate the appropriate resolution for an old HP LaserJet 4 -- see
"\mode:=ljfour"). For this reason, it's better to use Type 1 fonts.
As Greg said, your installation is probably just incomplete.
