my /etc/mk.conf has:
DEPENDS_TARGET=package-install
UPDATE_TARGET=package-install
there are also two program that might do what you want:
pkgsrc/pkgtools/pkg_tarup
pkgsrc/pkgtools/pkg_rolling-replace
