A remainder from the time when disk and memory was expensive and it
was the norm that /var had more free bytes than /tmp.

I don't mind creating a package local $TMPDIR in $WRKDIR like we
already do with $HOME (it might even be a good thing) as long as it can
be shown through a full bulk build that it does not cause fallout or
leakage of WRKDIR references.
