It happens a fair bit in that people prepare updated packages and someone with a commit bit imports them. This is minor collaboration in some ways, but it's easier all around than using PRs, and I think it helps a lot. I've also made changes to packages being worked on by others when they post about them with questions. Agreed that having more of this would be good.
