I downloaded pkgsrc.tar.bz2 using the link above, which I didn't know about - I have been downloading it via ftp... So yes, it is current pkgsrc.

Are you doing making any changes to your system configuration?
Are you using the compiler shipped in base?
Could you log the output when you try and bootstrap and share it?
