Your patch is wrong. Normally 'msgfmt' should be pulled by USE_TOOLS+=msgfmt.
I guess, somehow, your msgfmt is old or incorrect. Try: msgfmt --version

What error message do you get while compiling Inkscape?
What NetBSD version do you use?
