emacs-packages are for emacs 20 and 21 but requires emacs25

Hi, Friends.
After installing editors/emacs21 I tried to install editors/emacs-packages. emacs-packages DESCR says: 
"This is our equivalent to XEmacs's ``sumo'' package - Emacs lisp package collection for FSF Emacs 20 / 21."
Notwithstanding, the building of emacs-packages requires emacs25.
All this in pkgsrc-current, NetBSD-current 8.99.7, amd64.
