ooops one needs the sbin path too:
setenv PATH ~/usr/pkgsrc/pkg-2017Q3/bin:~/usr/pkgsrc/pkg-2017Q3/sbin:$PATH
setenv MANPATH ~/usr/pkgsrc/pkg-2017Q3/man:$MANPATH
or just
source  ~/usr/pkgsrc/pkg-2017Q3/etc/pkgsrc.csh
