tex font issue

I just tried fonts/tex-calligra which installs

/usr/pkg/share/texmf-dist/fonts/source/public/calligra/callig15.mf
/usr/pkg/share/texmf-dist/fonts/source/public/calligra/calligra.mf
/usr/pkg/share/texmf-dist/fonts/tfm/public/calligra/callig15.tfm

and runs

mktexlsr: Updating /usr/pkg/share/texmf-dist/ls-R... 

on installation.

pdftex on a quick test file:

\font\rm=calligra at 14pt
\rm
Hello World!
\bye

gives

kpathsea: Running mktextfm calligra
mkdir: ././var/lib/texmf/fonts/tfm: Permission denied
mktextfm: mktexdir /var/lib/texmf/fonts/tfm/public/calligra failed.

Why var/lib ?
