If you look at the 6700 there is a whole bunch of binary packages for
various base packages.

eg if you "tlmgr show | grep a2ping"  you will get 18 packages listed

name a2ping
name a2ping.aarch64-linux
name a2ping.amd64-freebsd
name a2ping.amd64-netbsd
name a2ping.armhf-linux
name a2ping.i386-cygwin
name a2ping.i386-freebsd
name a2ping.i386-linux
name a2ping.i386-netbsd
name a2ping.i386-solaris
name a2ping.sparc-solaris
name a2ping.win32
name a2ping.x86_64-cygwin
name a2ping.x86_64-darwin
name a2ping.x86_64-darwinlegacy
name a2ping.x86_64-linux
name a2ping.x86_64-linuxmusl
name a2ping.x86_64-solaris

If you trim out all the different binary packages you get down to approx
3400.
