Generally we try not to add things to pkgsrc proper that have serious issues. cwrappers has been the norm for a long time, and USE_CWRAPPERS=no is a user control, not a per-package control, so importing seems less than ideal. But as maya says, put it in wip, where it's totally ok to be not 100% right, and that makes it far easier for someone else to fix it (or fix a bug in cwrappers, if it should turn out to be that).
