I think this puts the burden on the messanger, where it should be on the
one trying to fix (and claim parallel jobs safety) instead. I bet we
get "fails randomly" in 95% of the cases if this would be enforced. This
kind of failure is not like a compiler error message and hard to diagnose
or even properly describe.
