It is available as a single .txt and .html file in your local
pkgsrc/doc tree, and in pdf here:
https://www.netbsd.org/docs/pkgsrc/pkgsrc.pdf
but is's not as fresh as the one in the your local tree.

Anyway, there are tons of variables, targets and what not that are not
documented in "make help topic=".  It's in my todo list to make a post
about this either here or on tech-pkg.
