openssl-1.1 in linux emulation

I've stumbled over my need to have an openssl library version 1.1 for
a Linux binary.

I don't see one for suse-13.x, which is our current (quite outdated)
Linux emulation package default.

Which for me opens the question which Linux distribution we should
choose for our next set of emulation packages. I have no clue what
would be a good choice. Ubuntu? Debian? Opensuse? (please don't say
centos).
