I think GCC_REQD requires a minor version in all cases. Try GCC_REQD=8.0 and see if that works without a GFORTRAN.8 by itself is confusing the logic in gfortran.mk, so it's falling back to the default gcc7.
If we're supposed to accept things like GCC_REQD=8, I'll look into making an adjustment.
