pkg_add doesn't

pkg_add: no pkg found for 'php74-bz2-7.4.3', sorry.
pkg_add: 1 package addition failed
I mention this because in some cases where I had the original (long - sorry)
error I reported, the package would install ok if I used pkg_add.

This indicates that the package repository is not being atomically
updated. Doing so is critical to ensure that the repository is
consistent and to avoid such errors.
It's not necessarily related, but it is another clear issue with this
repository that should be fixed.
