There should/could be an "elinks-current" or "elinks-unstable"
packages in wip, just to keep it separate from the stable one. (I
could try, but I cannot guarantee. Nothing I make on pkgsrc seems to
work lately.) I've checked on Repology; most Linus distros are already
tracking the 0.13.x version.
I used to use elinks ages ago. There are posts of mine circa 2006 on
the Debian mailing lists complaining about SSL errors, so this is not
a new issue.
