I would suggest:

  see if the offending characters are in the upstream .h tarballs

  if so, explain why they are wrong, and then file an upstream bug

  if not, figure out how they got there

I have not seen a report like yours before.  Which doesn't mean you are
wrong - I definitely don't mean that - just that this is non-obvious and
perhaps dependent on something unusual.
