likely this is a problem with the pkgdb move. the PKG_DBDIR
variable (and PKG_SYSCONFBASE, and anything else that might be
relative to LOCALBASE) looks like it needs to be set separately.

non-default LOCALBASE is used by most people not using pkgsrc on NetBSD
