Dear all,
In case you are trying different options, mupdf-gl from print/mupdf
can also annotate PDF files.
Heavier options are editors/xournal and editors/xournalpp which can
write over PDF files (as a background). I think print/evince can also
annotate PDF files, but I have not used it recently.
