I guess it's the bug in glib2 with slim TZif files.

If I read the bugtracker correctly, that was fixed in glib2-2.66.0,
which was committed to pkgsrc just after the 2020Q3 branch.
mk/bsd.pkg.mk: freeze ended for pkgsrc-2020Q3 branch [gdt 2020-09-27]
Updated devel/glib2 to 2.66.0 [prlw1 2020-09-29]
