Whether andhHow to choose pkg freetype2 over base?

Trying to build fonts/fontconfig (in connection with some of the errors I
reported)

configure: error: Package requirements (freetype2 >= 21.0.15) were not
met:                               

pkg freetype2 is installed, but config log shows it is picking up
freetype2 from base (e.g. -I/usr/X11R7/include/freetype2).

Firstly, is base freetype2 not meeting above criteria so that one must use
one from pkg. And if yes, what's the way to tell pkgsrc to do so?
