Sure, that might be more efficient, and faster.  However, in this
case it wouldn't help, since lang/gcc9/distinfo doesn't indicate
any need for mpc or mpfr, so they will still appear as "unneeded"
and will be removed.  Then, of course, they'll be re-downloaded
the next time I build lang/gcc9
