Creating binary package for pax-20210219 fails with Could not open bin/nbcpio

Hello I have this problem on both AIX and SCO.  I'm not sure how to get 
past it.  Searches show other's most went from pkgsrc-2019q3 
pkgsrc-2019q2.  It didn't work when I used gitto checkout both releases. 
This is from 2021Q1 on the platforms.

The filles are all found in work/.destdir/usr/pkg/ hierarcy.

I found in the email archives
archivers/pax fails to install during pkg add

Any ideas?  Other binary packages are created.
