If I'm reading the Makefile correctly, it's downloading it from Debian:

SITES.dvipsk-ja_5.98+p1.7b.orig-jpatch.tar.gz=  \
                ${MASTER_SITE_DEBIAN:=pool/main/d/dvipsk-ja/}
