qemu build fails on -current
While rebuilding packages with 9.99.106/amd64, "qemu" fails with:

The path "/usr/X11R7/share/X11/xkb" doesn't exist. I think I saw another
package get fixed to correct this problem, but "emulators/qemu" seems to
need similar attention.
The last time "qemu" built successfully for me appears to be 9.99.99.
All with pkgsrc-2022Q3 (or -HEAD just prior to the branch).
