Amazing. The package has a documentation comment IN GERMAN at the top
of the file.

This is not supposed to be used as a package at all apparently.
Instead, you include it directly in your doc:

\include{syntax.tex}

This looks like a legacy package that predates LaTeX2e and modern
package management.
