HEADS UP: netbsd-10 binary packages

The recent upgrade of openssl in netbsd-10.0_BETA breaks some
existing binary packages built for netbsd-10 before the change.

If you updated from an older netbsd-10.0_BETA, the packages
may still run as the update doesn't remove the old openssl
libraries.

I'm currently rebuilding binary packages from pkgsrc-2023Q2
for netbsd-10 on arm platforms earvm6hf, earmv7hf and aarch64.
These packages (as far as they use openssl) will require a
post-change netbsd-10 to run.

The start makes pkgsrc-2023Q2 for earmv6hf which is currently
uploading, the rest will follow in the next days.
