More specifically, I had started a pkg_rr run, it chose to update
"graphics/libimagequant" and went down that dependency chain to first
update "lang/llvm", then "lang/rust" (both of which required manual
intervention), and then eventually try to build "devel/cargo-c".
I've -X'd out as many packages that are likely to lead to "cargo-c"
as possible (a2ps, libimagequant, py-pdf, py-Pillow) until everything
else buildable is updated.
