There is no consensus on actually removing 2.7 or establishing a date.
By fade-out, I understand removing 27 versions of py-foo that do not
declare 27 as explicitly supported, with the idea that we'd so mark
every package needed for any identified package that anybody cares
about.

If you care about something and it's not in bulk-test-python27, speak
up.
