My workaround was to add this to the bottom of the Makefile after "...graphics/jpg/buildlink3.mk":

.include "../../graphics/tiff/buildlink3.mk"

I just remembered that I had

PKG_DEFAULT_OPTIONS=    -tiff

(because of the many security problems in libtiff and the bad track
report of maintenance), so the first two options might not work in
this case, and I found the magic keyword and added it to the package.
