I don't know what package repository you are using but this is very wrong, the repository should only contain one version of each package (identified by PKGPATH), not every version.
What's likely happened is that pkg_summary has been generated manually using "pkg_info -X" on a package directory that has not been cleaned out in a long time. Having obsolete packages lying around isn't necessarily a bad thing, but this is the wrong way to generate pkg_summary.
