graphics/cairo/Makefile has
BUILDLINK_API_DEPENDS.pixman+=  pixman>=0.40.0
so cairo should have been built against pixman 0.40.0,
so when you pull in cairo, it should pull in pixman 0.40.0.

Can you check if any of these assumptions are wrong?
