parallel/openmp

Anyone interested in the parallel/openmp package, please check wip/openmp.

I added python/application.mk and PLIST.Linux to fix the build on Alma
8.  I tested on NetBSD 10 and Darwin as well, but I'm not sure if all
Linux distros will like this, or if other platforms will generate the
same additional installed files as well.

The pkg has several dependents:
