The emacs in bulk-small is supposed to be one that builds in a
reasonable amount of time on an old machine. emacs23 stopped shipping
precompiled elisp and between that and increased bloat it takes far
too long to build. Later versions are (as far as I know anyway) worse.

I too don't see the point of worrying about whether bulk-* are
installable. If this is really important for some reason, then we need
to patch the emacs packages so they can coexist.

(Which would be nice to do anyway and I think I was intending to do it
once upon a time when I had more time and energy, but it's not
trivial.)
