gnutls on NetBSD 9, please help

Hi!

gnutls is broken on NetBSD 9, see

Someone who's still using NetBSD 9 - please fix this, I guess the
required c standard (USE_CC_FEATURES) needs to be bumped, but I don't
know to what.
