You are lucky to get that much out of an ISA card.
You will also find that the cpu is 100% busy.
The only ISA card I've seen get anywhere near ethernet
bandwidth are the bus masterting PcNet-ISA cards, and
I suspect they don't work too well in PCI based systems.
