Seems you need to update /usr/sbin/config first. Then I'd try to build
-current without that patch and check if you can build working perl.
Consider option -msoft-quad-float harmful for your perl/apache build.
If that failed I'd like to know how exactly and then try openbsd-fpu
patch to do the same thing.
