In links-gui-2.1.0.14 (binary pkg on alpha) the following works:

click: view -> html-options
	edit "user font size"

click: view -> save-html-options

cat ~/.links/html.cfg
See the html_font_size line

It appears that link-gui can scale fonts to any size you want, like PostScript.
None of this only 2 or 3 sizes stuff.  (Hmmm, okay limits seem to be 1-999
and integers only, but I can live with that.  :-)  )
