The kernel doesn't know wether a file operation is critical to anything
or not.
And I bet you had a lot of kernel time when that happened, likely the
wdc driver trying to read that sector over and over again, spitting an
error when it gave up.
I don't think a panic is in order here since it prevents a halfway
clean shutdown and would probably cause more trouble that way.
