That doesn't seem specific to sparc64.
As far as I can see, spinning down disks after some idle time is supported
for IDE disks, but not for SCSI disks. For more information see atactl(8)
and scsictl(8).
For my 2nd IDE disk that I don't use under NetBSD, I have the following in
/etc/rc.local:
# Shut up disks
atactl wd2 setstandby 60
