I did replace the fan about a year ago, it didn't make much difference.
The noise is due to the speed at which the fan rotates

I wouldn't buy a cheap PSU. There are many good quality modern PSU on
the market. Just because something is modern doesn't mean it's crap. My
main concern is PSU compatibility, i.e. the correct pin layout,
voltage, etc.
