I have dom0_mem=512000, and 256 in domU.

dom0:

total memory = 496 MB
avail memory = 485 MB

When starting domU with memory = 256:

Error: Error creating domain: (12, 'Cannot allocate memory')

And I should use 512MB in domU not 496.
