Indeed--that's what I thought. However, I found this line in
/usr/src/sys/arch/xen/conf/files.xen.

file    arch/xen/xen/pci_machdep.c      hypervisor & dom0ops

Yeah, that boots fine. However, it doesn't have pci support.
