You didn't initialize the kernel's memory disk. See mdsetimage(8), but
you need to have a working install image for that.
The easiest is probably to run a complete build.sh release,
or to use a precompiled kernel from ftp://ftp.netbsd.org/pub/NetBSD-daily/
